The hose that you are showing in your picture is the one that goes from the inlet water valve to the flow-through detergent dispenser. Check that hose for kinks or a clog. Check the dispenser for a clog. I posted some information that should help you access and replace that hose. The part number for that fill hose is 526837.

We have a display model of the dishwasher. We will tear our display model down to see if that part in your latest image is a component of that upper fill hose assembly. I did not see in during an initial inspection of that fill hose for the upper drawer. It will take a while to tear that dishwasher down to completely remove that hose. I will update this thread once we have an accurate answer regarding that part. Hello Stephen. Our team tore down that dishwasher to access the water valve and that hose.
It appears that the part that you are holding in the above image came out of the inlet water valve. I posted an image of the inlet water valve outlet ports in the image below. That part appears to be an internal component from that inlet water valve. You can use a mirror and check that valve to see if that component is missing in the outlet for the upper drawer of your dishwasher. If it is, then you will need to replace that inlet water valve.
